"Read This Before You
Consider Spending Your
Money Investing in This
Complex!"

This strata complex earned its negative reputation for solid reasons. I won't bother you with repetitive information; read the thread of comments. Notice the language, calling owners psychotic, etc. These comments are written by council two notorious council members. It is the typical reaction intended to discredit truthful comments of current owners. (Previous owners are thankful to have sold their unit and be out of this gossip riddled hot mess; they don't spend their time rating this place.) Ask yourself if you want to make your most significant expenditure and commitment, home ownership, to live in a complex that is totally dysfunctional in every aspect. Here is the only example I will add regarding the reputation and routine operations. This simple example should alert you to the discord associated with living here. The latest landscape contractor (basic lawn mowing service) DECLINED to renew their 2019 contract with this complex due to the number of problems they encountered. We've gone through numerous lawn maintenance firms, a very basic service. Have you heard of a small business (with ample competitors) that turns down work and refuses a client? That explains the sheer scope of the problems here. The comments by owners are a bounty of food for thought. Save your time and money. Don't even bother viewing a unit in this nightmare on First Street.

"Horrible"

The biggest problem is with the management and are dismissive and ignore everything, giving lame excuses when challenged. Management passes everything off year after year. Council is inexperienced and feel they have no choice. This is a relatively new building that is quickly deteriorating. No money for maintainence. Divided community that is severely disfunction due to poor management. My advise, run away...

Oh wait, theirs more. As for the money from your hard earned strata fees, it seems to disappear into paying for home office equipment for council members. Not recorded in the synoptic. I don't think one person on council has ANY business experience so I don't think there is a synoptic. Same advice as above: RUN, run very fast. As for a current unit for sale. You can't hear the river for the screeching of ill mannered kids that run rampant and the parents are too busy partying to bother. This was a quiet place when there were only married couples living here. Those days are long gone. Don't waste your time.

We still live here and the above comments are true, but only touch on the problems. But the best statement is about the screeching kids that don't play they just run and scream and get in your face and prevent you from enjoying your patio. The council is useless and has no experience in anything related to running a strata complex. RUN...RUN...RUN...

If this were an Adult's Only complex it would still have problems with council but at least it wouldn't have screeching kids running rampant and being destructive. No rules or regulations are enforced and these people know it. They act as if they are the only residents. I know of no other complex where children would be allowed to behave this way at the expense of all the mature, empty nester's who simply want peace an quiet to enjoy their patio. That doesn't happen here. Save your money and your sanity. Don't waste your time considering this place. Run, as they say. Run very fast in the other direction.

"Could Be A Gem..."

Terrace View could be a little gem if it were not for the overbearing, obsessive, heavy handed, self-serving strata council. This is the primary problem in Terrace View. On a positive note, some owners have been working hard to change this unfortunate aspect by taking any and all power away of the council and hiring a reputable property manager. If this were accomplished, Terrace View would be a lovely place to live. High number of units for sale and frequent owner turn-overs are the direct result of the well document council mismanagement.

NOTHING has changed in all these years. The dysfunctional, corrupt strata council has two sets of rules; for their buddies and them, and the rest are ignored. Was once occupied by middle aged professionals and retired couples so at least it was quiet. Now its full of young renters/owners with horrid undisciplined kids and dogs and poop everywhere. The kids have destroyed the tranquility of this area. You can complain but nothing is done. Yes, we hired a property manager but council doesn't listen to him, especially if the complaints are about council members or their buddies. Run don't walk away from this complex

Terrace View is a lovely place to live. Homes are snapped up quickly when they come available.Property values increase steadily.We enjoy good management, maintenance and a quiet friendly neighborhood.Yes, we have a couple of malcontents who are never satisfied. They should move. In 35 homes, this is to be expected.We did have one rather disturbed,toxic former owner but since that person has left, all is peaceful.

NOTHING has changed in the ten years we have lived here. Previously it was too difficult to sell and get your money back from the initial investment, now Courtenay's housing is at an unrealistic price point for what you get so many of us are STUCK living in this asylum run by rotten kids, ignorant parents, inexperienced council, and a property manager that does NOTHING except collect his monthly cheque. Not recommended for anyone expect parents with no parenting skills who think screeching kids are normal. This was a decent choice for empty nester's, but it turned into a trailer park vibe. No one can even enforce Visitor parking so don't expect anyone to deal with real issues or problems. It doesn't happen. As previous comments state: RUN, fast...

This complex is like the trailer parks found in many communities. It's not worth the cracking foundation it sits on. You will never have a peaceful evening here between rotten kids, drunken parents, ignored rules, ignorant council and total chaos and mismanagement of funds. Read the thread. See the common factors and points? Obviously this is how the 'normal' owners feel. And we are helpless to change anything as council looks after their buddies. The PM has no say or doesn't care. He gets paid to ignore complaints.

Update on Could Be a Gem: Unfortunately nothing has changed; it's only become significantly worse. This place is a nightmare on all levels. Save your time and money. Not recommended for anyone normal and sane, but dogs love it.

The true comments are written by normal owners and express the common feeling of this dysfunctional strata. The few thinly veiled positive comments are written by council members in an attempt to purge themselves of their well deserved reputation for pleasing themselves and doing nothing for the community as a whole. This complex is well known in Courtenay as 'One to avoid", so if you are from out of town listen to the real comments and spend your hard earned money on a complex that is properly run by a competent council. Always ask for at least two years of council meetings and AGM's. That will show you that everything here is deferred and nothing is ever accomplished. You'll be paying high strata fees for little more than lawn cutting, which doesn't justify the high costs. And the rotten kids run the place. Still considering living here? Run as is the common thread.

The "Stirring the pot" comment dated July 29th was from a council member that was the most responsible for all these issues. One such council member attempted to get rid of a neighbour that she just didnt like and tried to use her influence to do so, it was discovered that the council person cut down the roses of her neighbours in the middle of the night and was forced to resign. Don't buy into the "This is a great community, everyone else is psycho" rhetoric. Its a horrible place to invest your money.

ATTENTION: Any potential buyer. The comment above dated August 12, 2018 is a prime and perfect example of the council members here. Do you want to spend your hard earned money to live in a place where the council members do such childish acts as cut down their neighbors rose bush in the middle of the night? Do you think someone of this mindset should be a council member? This person forced the previous owner of the same unit to let his place go into foreclosure! That's the level of harassment you can expect living here if a council member doesn't like you. And the comment by another council member stating "Move, no one likes you!" is not only ridiculous and childish, but is a perfect example of what this council has always been: Self-serving, manipulative, corrupt, cruel, inept people. Yes, the rose bush incident is a true story and there are many more nightmares far worse regarding owners who are harassed constantly, have their possessions vandalized by council members late at night, and are persecuted by other weak minded owners based on council members lies until the couple finally move, IF they can afford to buy elsewhere in this market and only IF they can sell to an out-of-towner since the other comment about locals knowing the horrible reputation of this place is also true. Many owners have invested all their money at a stage in life where it is almost impossible to get a large mortgage and start over. Many owners bought as empty nesters and put all their disposable income into this place, thinking it would be their last real estate investment. Now they feel trapped. The story of the woman who waited two years just to get a place here in a ridiculous lie. Units are always for sale here. There has never been a time when there weren't two to ten units for sale. His comments sound like good PR. Don't be fooled. The suggestion that any negative comments are by former owners is also a blatant lie. Think about it. If they are former owners and have moved on why would they bother looking up this website to post their opinion or even want to think of the nightmare they endured when they lived here? One council member has a habit of calling the police on anyone who stands up to her. In one case she called the police on a senior who spoke her mind and argued with her. Another time she called the police on a painting contractor and falsely accused him of assaulting her. Why? Because she didn't have the authority to make the decision on her own to hire him. So she diverted the flak by trumping up the false charges. The poor contractor was scared senseless when police cars surrounded his work van. Can you imagine his fear at being charged with assaulting a woman? All this effort just to detract from her sense of power as a council member. A well run strata has business people on council who have a specific skill set. This council is run by miserable people who derive pleasure from having power over others. They have no business experience. But they know how to get a free office full of equipment at our expense. The majority of council members set themselves up with expensive office equipment because there are no checks and balances here. As one owner commented, there isn't a synoptic or a maintenance schedule in place because none of them have the know how. That goes for the property manager as well. They hire a buddy and they all benefit at our expense. As for quality of life, screaming matches echo through this complex routinely and for a variety of reasons. The few sane people living here who try and live a quiet life, keep to themselves, and avoid the lunacy, become 'targets' for abuse, gossip, cruel lies and destruction of their property. One does not have to exaggerate the total chaos of Terrace View. Buying here was the worst decision my husband and I have made in 30 years. Rest assured the negative comments are written by 'normal' people. The comments in defence of this place are written by council members or their buddies. I've never seen such a relatively small complex with so many ongoing major problems. The behavior of this council, which always makes sure a few of the old guard are on council, makes it impossible for anyone with brains and common sense to join council and try and make this a better place to live. If you are in their group you can break every rule in the bylaws, but if you are an outsider you will be harassed until you move. IF you can sell your unit. The bs about the guy who made 150k profit is laughable. He built this complex and retained ownership of several units. Of course he made a profit. He built this place. But it took 11 years for that unit to sell to an innocent out-of-towner who has no idea what a web of horror he now lives in, but he will find out soon enough. And 150k is still stretching the truth. Listen to those of us who wish we had never set foot on this complex. Do yourself a favor and follow the common comment of RUN. The only people who belong here are council and their cronies. Then they would turn on each other anyway because that is how dysfunctional and disgusting the people on council are. Any previous owner who sold did so willingly at a loss just to get out of here with their sanity intact. And this is no exaggeration. You could only find a place this horrible to live in the imagination of Stephen King.

This remains a terrible place to live. The purpose of these posts are intended to advise potential buyers of problems. Obviously, the council member (Oct 31, 2018), who is encouraging the owners to move, is indicative of the problem.
